What information is legally required on a restaurant menu in Romania?
Since 15 March 2023, any venue serving cooked food in Romania — restaurant, café, canteen, fast-food — has menu-display obligations broader than the 14 allergens: ANPC Order 201/2022 requires ingredients, nutritional values and additives per dish, whether the menu is printed or digital.
Short answer
- The list of ingredients exceeding 20 g per serving, for each dish.
- The nutritional declaration: energy value, fat, carbohydrates, protein per dish.
- The food additives used (E-numbers), where applicable.
- The 14 mandatory allergens, clearly highlighted — bold, colour or pictograms, not plain text.
- Labelling of frozen or defrosted ingredients, where applicable.
The legal framework: ANPC Order 201/2022
- Published in the Official Gazette on 21 September 2022, it became mandatory on 15 March 2023.
- It applies to any unit that serves or sells cooked food — restaurant, café, canteen, fast-food, catering unit.
- The requirements apply to BOTH the printed menu AND the digital one (QR code) — a digital menu doesn't exempt you from compliance.
Where and how the information must be displayed
- Visibly, legibly and permanently, next to each dish — not hidden behind other text or photos.
- Allergens, highlighted separately from the rest of the ingredient list (bold, colour or a pictogram).
- On a digital menu, the information sits on the dish's own page, not in a separate PDF that's hard to find.
What you risk if you don't comply
Fines for not complying with Order 201/2022 range from 2,000 to 10,000 lei, and in serious or repeated cases ANPC can order a temporary suspension of activity.
How 4salefood helps
- Dedicated fields per dish for ingredients over 20 g, nutritional values, additives and the “frozen” mention — filled in once.
- Allergens are automatically shown highlighted on every dish page of the digital menu, per EU Reg. 1169/2011 and Order 201/2022.
- You update a recipe once — the information appears everywhere that dish is listed, with nothing to reprint.
